In my view, the way to solving policing problems in North America and in HK are to both raise the barriers to entry and make the package genuinely attractive for skilled people.

At the moment, in HK, all you need to join the police is to have not failed secondary school. Not even a requirement to speak usable English, despite HK being (or having once been) an international city. And they get paid HKD 24000/month for it as a starting salary, which is actually higher than many private sector junior positions — certainly higher than my starting salary. A terrible combination.
